Agreed; as a rule of thumb, the character's expression relates to what they are saying in that panel if they are talking. Only if they're not talking does their expression relate to either what is being said by others in that panel or what was said in the last.

Also, on Emily and condoms: well, they do get refilled when they're empty (by.. the condom fairy?), so probably there's now double the condoms - the easter eggs hidden by Emily and the bowl
