I find this line of thinking odd. PDAs are everywhere on some level or another. Hand holding is a PDA. A kiss on the cheek, hugs of varying degrees. Humans interacting with other humans affectionately is natural human behavior. Judging people for displaying happy human emotions via normal societal interaction seems haughty. This is different, of course, if their behavior is directly affecting you (like heavy making out while bumping into you in the midst of a bus drive or airplane flight, disturbingly loud moaning during a movie at the theater, etc).

Handholding, a peck on the lips or cheek and the like don't bother me, nor do displays of affection in media. It's the hanging off of each other, nuzzling each other, excessive kissing and the like that do it. But hey, if I'm haughty because I feel some behavior should be relegated to someplace private, then so be it. At least I have some scruples when it comes to respecting the people around me, and I expect the same courtesy of the people around me.

I don't mind overt PDA in public or at a concert. But when I am in a library and the counter staff is making out... that would bother me.

Its about context.

At work you are supposed to be approachable, I would not approach someone who looks as though they are on a date. Even if they obviously worked there.
