That may be exactly the idea. Some brothels are run as "hotels" for the prostitutes, who just happen to use it as their workplace as well. That way you punish the pimp/madam.

Is that the same as illegal activities OFF the premises, though? (even if the proceeds pay the rent)
I can see that the "immoral earnings" rule might apply, if (as questioned by Akima) that includes other than prostitution.

I'd have to do some looking around. States and municipalities have laws about apartment rentals.

I don't know about the legal aspect of "immoral earnings", but I will say that if illegal ones were a problem, I'd be homeless. Quite a few of the flats I have had were paid for by employers who regularly flouted labour laws, like the whole overtime thing, and whatnot. If I actually had money (or still being with someone who had a sister who could put that whole "jd" thing after her hame), I would have taken my last three employers to court.
