When Faye was working for Dora she also didn't have to worry about the expenses involved in running a business either, especially one like Union Robotics. Rent and utilities for the work space, insurance and raw materials for the shop are not going to be cheap and that's the bare minimum they need to be able to operate. If they need to replace any tools or equipment, if they pay for additional advertising. And while we've seen a steady flow of customers it's not been a flood either. If they got as many as one customer a day it would be surprising. And that's on top of having to pay rent on the apartment and all their previous expenses.

One thing about living on cheap food is a question of time. Why a lot of people go for cheap take out or heavily processed foods is they can be made and consumed quickly, which is important if you work 2-3 jobs plus have to take care of children. Buying bulk raw materials may be cheaper than packs of ramen, but not by all that much and it takes a lot longer to boil a chicken, render it into stock and pick the meat off then boil noodles than it is to make ramen. I've been in both situations of poorness in my life. Times where my diet mostly consisted of ramen and hot dogs and times when rice, beans  and lentils were my best friends... You have to do what you need to do sometimes.

I think it's originally a 1970s Californian expression, which would fit with A Scanner Darkly -- pub. 1977 by Philip K. dick who lived in California. The only other place I have come across it is in a book called The Serial by Cyra McFadden (1977) satirizing the inhabitants of Marin county -- the characters use it a lot.
