Agreed. And I'd say some of the things he's done over the years are honestly worse than things May has done (bar trying to steal a fighter jet, which she served time for). He gets away with a lot because most of the cast don't treat him as though he were a person. Like you say, he looks and acts like a cartoon character and he's treated as such, while Winslow and Momo have outgrown that stage. Pintsize is getting to a point where he may be able to get to that stage himself, but first he has to start acknowledging and taking responsibility for the way his actions affect others.

Picking nit - she didn't try to steal a fighter jet; she DID steal a lot of money, with the expressed intent to purchase a fighter jet with it.
