I read it as fiery determination. It appeared to be accompanied by a faint pink glow as well, though that may have been a reflection off of her remaining hair.

If, as Jeph suggests, Bubbles grew her own hair like that, I'm imagining her suspended from a pair of those "gravity boot" things. I wish I could grow my hair like that*; do robots get split ends?
*Obviously I'd need some sort of snorkel.
