A friend of mine got called in for an interview on a job he had applied to 9 months earlier out of the blue.

It's like some places don't look at the date on submitted applications. NASA called me to ask if I was still interested a year and a half after I applied (and it wasn't even for the position I had applied for, nor one I had any interest in).

Sometimes, companies will hire someone after a long recruitment process but that person will turn out to be unsuitable and get the boot a couple of months in. Or, the new hire will get a better offer somewhere else and decide to quit.
Even if the hire is successful, they might decide to open another position with the same job description because they are getting busier. Or open an entirely new position that might suit people they previously overlooked.
Whichever, the first thing the recruiters will do will be to fish through their shortlist of applications and see if any of them are suitable and still available for an interview.
That's why you shouldn't be too disheartened even by ignored applications. They never get thrown away (well, not the ones that make it past the initial cull), and you might turn out to be a perfect applicant for that position or another one months down the line.
My current position was the result of four applications at that company. Two yielded no response, the third resulted in a near-miss interview, and I finally landed the fourth.

In this case, that was sorta average at the University where he ended up working. Perfect timing too, since he and his gf were at the ramen, rice, and beans level.

I can beat that. Last week I got a rejection email to a job I applied to 3.5 years ago.
