See, this could either go terribly or awesomely depending on who you are and what the priorities are of the organization, at least IME.
Claire now has the opportunity to create a new department, a vital department, in her own image. She could, if the priorities of this terribly run organization are to just throw resources at whatever shows the most promise of either solving their problem or someone else's problems (i.e., their actual service/product) and then leave them to their own devices, actually create something great beyond her or their wildest dreams. She is certainly the type.
However, if the company is such that they are unsupportive, refuse to throw extra hands her way, and will refuse to give her the tools and train her in the skills required to do their job correctly and not enforce any of her new procedures, then she's going to have a bad time. Especially with that goddamn spreadsheet.
Tl;dr, this is either a dream-come-true with an incredibly aggravating entrance, or hell on earth. And there's no in between.
