Since you mentioned the Dell came with a PCIe video card, the 9600 won't work anyway. It's an AGP card, they're not compatible.
So I guess you have to get a new one anyway. Since you don't feel like spending metric assloads of money, look above for my recommendation. You can get 6600GT cards over here for about 140 €.

Build it yourself instead of buying a Hell...I mean Dell computer. It'll only last a few month before all kinds of shit hits teh fan and you'll ONLY be able to upgrade through Dell, since they make their computers with many parts designed ONLY for Dell computers.

What Dell model are you looking at? It might have PCIe and AGP slots. PCIe is the new thing, but AGP isn't completely dead yet.

There are no good motherboards out there that have both AGP and PCIe. They're PCIe motherboards with a fake AGP slot connected via PCI, which is extremely slow.
ALi is working on a chipset that will offer both, but so far, no motherboard has been released.
