Local (to you) bands that rock.

Uh...my city doesn't believe in local music unless it's in the form of horrible high school pop-punk bands.

Those have all become horrible high school emo bands on the Isle of Wight. And a few even more horrible ska bands.
Decent bands from the isle of wight include:
Any band featuring the legendary Darren 'the Baron' or Lawrence 'Lucky Larry' Welling. With about fifteen other people, occasionally including me, they make up an axis of almost all that is good and proper in Island music: Syrafex & Overlord (doom metal), Pennies Dropped (Screamo. Not my thing, some here may like), The Barons (Rock), GoatFister (Grindcore), Fallen (melodic rock) and a host of others that form and reform.
Equity: Good friends of mine, good live as well. If they ever get big, I'm boasting on how I saw them play unplugged at an open mic night once.
and that's all I can be arsed to find. There's some other ok shit, Beggars Farm are a decent island band from years back: hard rock with a heavy nod to Hawkwind and the Pink Fairies: I have vinyl, but they ain't online and I'm not sure if they've ever gone out on CD except for one track on a Hawkwind covers compilation. There's also Four Man Riot, who play some good punk, but they're all atrocious stuck up cockmunches, so you can find any site they have yourself.
Also, I feel duty bound to mention the majestic Halo of Flies and the mighty Death Throes! Both releasing full-length albums sometime next year.

I'm from Winnipeg and we've got a few local bands that aren't bad, The Weakerthans are alright, as well as The Paperbacks who I saw opening for The Hold Steady a few weeks ago.

Ohhhh where to begin.
There are so many good bands in New Zealand.
Let me see...
NUTE
They're an industrial band from Auckland. Fucking fantastic and really nice guys. Doing ok in the internation scene. I recommend "ROSB/Reflecting on Skin and Bone" and the entire Drone Function EP, availible from their website.
The Mercy Cage
NZ's premier goth/electronica band at the moment. They have a huge range and are very varied. Look great with lasers. I highly recommend the tracks "Prozac, God and The Atomic Bomb", "Hymn 01" and "Magnets Coil"
The Bleeders
Punk band that's recently signed to Universal. Really cool even if they do have a beef with a friend's band. Heavilly influenced by hardcore. I recommend "So Lonely" and "A Bleeding Heart".
The Warpath
I couldn't find their proper website so here's their myspace.
Awesome hardcore band. Friends with the guitarist. I recommend "Ruin You".
Like I said, NZ rocks.
