I can partially answer that. He's using Windows XP, but either Litestep or Blackbox as a shell.

That would be lightstep from the looks of it. Blackbox is much cleaner. you can hack in graphics in to your toolbars and what nots. but I tend to keep it clean. [I am a bb user, BB4win == best ui ever]
