I would say that inasmuch as I could make an "objective" judgment, Shpongle is probably the artist that's best at making drug music. Second place: The Beatles.
However, I'd also give VERY high recommendations for The Flaming Lips, Dead Meadow, Colour Haze, OM, Acid Mothers Temple, Bassnectar, various dubstep artists (Distance is my favorite), Moccasin, Infected Mushroom, Kyuss, Thievery Corporation, DJ Frane, Tipper, Bardo Pond, EDit, Trifonic, Bongripper, The Incredible String Band, The 13th Floor Elevators, Monster Magnet, Love, 35007, SoundTribe Sector 9, Electric Wizard, Mammatus, Spacemen 3 ...

I listened to Stephen Malkmus's Face the Truth while stoned and it sounded fuckin' awesome. It is such a great record.

Hmmm, depends on the drug.
Hallucinogens, you want something either to augment the experience, for which I'd reccomend CAN's future daze/tago mago, The Acid Lounge vol.1 and vol.2, and possibly Soundphiles by Kinobe, or you'd want something which is effectively a journey, so we're looking at Pink Flloyd (I'd say meddle myself, but I hear DSotM is good) and the like.
For relaxants, it's usually things at a slower pace, (I'll leave the getting stoned and listening to Radiohead jokes for now). Experience shows that prog rock usually works well, as well as things like later Beatles and Stones.
For uppers, again, the music matches the mood.something which is dancable is essential, (or Moshpittable depending on your side on the divide). See either metal (good pit songs effectively) or the more enthusiastic dance stuff.

Until my friend's girlfriend, who was the only sober one, broke up with him while he was peaking at the end of Peking O, the part where it's all kinds of freaking out. I had enough of a mindset to realize what was kind of going on, but I couldn't form the words well enough to actually warn him at all, or to tell him to just sort of back off. So I was basically rolling on the carpet in my room, thinking that I was a BEAR. She runs out of my house, and my friend follows her, passing my dad on the couch (who may or may not know what was going on!). She drives off, and my friend came back inside. My dad asked what happened, and my friend replied, "I think my girlfriend just broke up with me," to which my dad replied: "They get over that."
This is the second of my friends who has been broken up with on hallucinogens.
It is a problem, I'd wager.

On the complete other end of the spectrum, the Velvet Underground's The Gift (http://www.last.fm/music/The+Velvet+Underground/_/The+Gift?autostart) is shocking and amazing to hear for the first time when you're coming down from a high. You have to be in the state of mind where you can concentrate on it, but it will open your mind.

Selected Ambient Works is pretty great on drugs, actually... it's rather different to his most of his later stuff.

True story:
There was a period of time, last winter, when I was very depressed. During this period, I'd waste a lot of time sitting in my basement, high off my ass listening to Slint, Velvet Underground/Lou Reed, Explosions In The Sky, and Mogwai.
God, I was so lame.
It occurred to me that I still really like most, if not all of those bands.

I wish I could convince my friends to listen to more music while stoned. They mostly think of it as background noise until they hear something they know. I kinda have to introduce them to new stuff by either a) playing it while we play Dungeons and Dragons and there are moments where the music is the only thing heard over the roll of dice and the scratch of pencils or b) playing it while we're on acid. Which isn't as often as I'd like it to be, but on the plus side, it doesn't conflict with school or work when we actually do take some.

Nowadays I only listen to much music on drugs (real drugs anyway) if I am also dancing to said music. I used to trance out to stuff like Bardo Pond and Dead Meadow a lot but nowadays I either want to express the sound I'm listening to as motion, or I don't want music at all. I still love getting really high and listening to my slow psych-rock, but if I'm going to be tripping on anything, I want music to make me move.
I took some MDMA and went to an Ecstatic Dance event (dance party with a no-talking rule) a week ago. Everyone ended up rolling around like kittens on the ground (actually not uncommon, even among sober folk, at this event) with each other for the last 15 minutes of the main set. It was sublime. I have no idea what the music that was being played actually was, but it was pretty beautiful.

Well, basically yeah, everything sounds good when your high, but for my money/buzz the best things to listen to when fucked up on ____ are as follow, IMHO:
Weed: Explosions in the Sky (Post rock in general is for being high, duhz), DJ Shadow, Immortal Technique/Tonedef (Together here because it's for the same reason), all my indie rock faves, even including Modest Mouse and NMH, who are by now too famous to be indie (or maybe I don't even know what that means.)
Psychedelics: Dubbity dub step, Drum & Bass, a la' Fabric/Fabriclive, and I had one of the best shroom trips ever ever ever listening to TOOL, so there you go. I also love to zone out to American Traditionalist guitar and Banjo.
I don't do uppers so I dunno, and I can confirm everything I listed is totally awesome Sober as well, but really, if you take your 5 favorite bands and make a good mix cd with all your favorite songs, i fail to see how this won't enhance any drug experience you're currently grooving too (See also: Bring your iPod everywhere when high).

This is wildly inaccurate.
When I'm on X, mainstream rap is the worst thing ever invented. I can barely even listen to good rap on X. It's just way too aggressive. It harshes my buzz.
One of my exgirlfriends absolutely hated a few bands or styles of music when she was on mushrooms or X - examples: Flying Saucer Attack's New Lands album - she liked it sober, but on mushrooms called it horrible and depressing and frighteningly "machine-like".
There are some bands I love but if I'm really stoned, they sometimes make me feel really anxious, such as Boris or Gowns. Thing is, they're the exact same bands that sound really good to me if I'm only moderately stoned. I think this is where the difference between being "high" and being "stoned" comes in. If you have only ever smoked commercial weed or only ever smoked good weed, you're familiar with one feeling and not the other. Good weed gets you high, and I find it more enjoyable to smoke just one or two hits and feel pleasant than to smoke a lot of it, which is both wasteful and even for someone who has smoked as much weed as I have, it can get me into that "uncomfortably high" zone that marijuana novices often experience.

Psh. The best thing to listen to when you're smoking weed, at least really really good weed, is "Kind of Blue" by Miles Davis. Call me old-fashioned, but that's what weed was MEANT to do to you.
I suppose Gus Gus would be great when you're on X. I know their song "Teenage Sensation" sounds like it was being sung while on that drug.
