Sorry, I was stuck on presidents. Vetinari also manipulates Vimes, who has arrested two entire armies with only a handful of police officers, and would try to kill Vetinari in an instant if he ended up being as bad as his predecessors. I say try to kill because I don't think either of them knows who would win. I think Vetinari only manages to avoid being a Marty Stu because he is so well done, and doesn't act as a Deus Ex Machina.

I need to read Feet of Clay again.
