Yeah definitely something like that.  I haven't seen HR Puffinstuff, but everything else fits.  I have a feeling that at least at the start of the show all the action scenes were pulled out of existing Japanese action series' and sandwiched in with a bunch of American teens to make it more palatable to a western audience.

That's actually exactly what happened, or at least wikipedia backs me up. The Japanese programme was apparently called Super Sentai.

I am pretty worried that I not only knew this, but seem to have deemed it worth remembering.
