Steve's living in Canada now, huh? Does that mean he's broken up with Cossette or has she moved with him? Maybe Coffee of Doom really is losing all its children? Well, there is always a new intake of Freshmen at Smif...
Marten asked him "How was Canada?", so presumably he was just there temporarily.
I dunno... There's a lot of luck in this scheduling, no matter how you look at it. Faye declares a party
just after Steve gets back from Canada, so soon after his return, in fact, that he hasn't had a previous opportunity to give her his gift? That's a lot of plot-driven convenience there!

Anyway, thought I'd pass on my headcanon.
Steve was looking for a new job, being at a loose end what with Cossette starting school again. It turns out that the CIA remembered his good work and, armed with a personal recommendation from Tortura, he was able to get a sweet ride as deputy shift supervisor for the security team in Halifax. Cossette, when she gets out of 'finals crunch time' mode, will
probably notice he's been gone for six months apart from the occasional long weekend together.
So, how did he get back in time for the party? It's no coincidence. When he got Marten's "Emergency Party" text, he was able to talk one of the hypersonic UCAVs doing air security to give him a lift back to Northampton (14 hour drive becomes a 1-hour suborbital flight). The price? He has to get it Hannelore's autograph.
What is the big project? Well, President Trump was visiting one of his grandkids and caught them watching
Macross. There followed an interesting conversation in the Oval Office during which the Secretary of Defence was not able to answer the question "Why can't we do things like that in real life?" to the satisfaction of a scowling President. A couple of years and several hundreds of billions of dollars later, NATO are building a real-life Macross City in Nova Scotia. The geeks are having nerdgasms.
