Mark Lanegan.

PJ Harvey.

They're pretty much the end-all-be-all of the male and female sides of singing, in my opinion.  Every now and then I'll like someone else more for a bit, but then I'll listen to "Skeletal History" or "There Will Never Be A Better Time," pick my jaw off the floor again, and restate my allegiance to them.

Ramona Cordova is giving them both a run for their money, though, because he's male but sounds female.

Other singers I think are good:
Mia Doi Todd
Serj Tankian (say what you like about SOAD)
Chris Goss (his singing sometimes really makes the song, he's part of Masters of Reality)
Grace Slick (Jefferson Airplane etc.)
Whoever's in The Incredible String Band does some sweet harmony work.
CSNY are also really really good at that.

Or Neko Case. Or Tori Amos. Or Billie Holiday etc.

men: Will Oldham, he is not a good singer per sé but whatever he does it is wonderful. Janove Ottesen from Kaizers Orchestra is great, Nick Cave as well. Blixa Bargeld from Einstürzende Neubauten for being a crackpot behind a microphone. Devendra Banhart, Cedric Bixler Zavala, Yamatsuka Eye, the screamers in Blood Brothers etc.


There are many awesome singers out there.

Vocals, more than anything else, is NOTHING about your technical ability. You need so much more than a pretty voice.

Guys:
Glenn Danzig (Misfits, Samhain, Danzig): Glenn has one sexy, sexy howl. I mean fuck, 'Killer Wolf' is maybe the most erotic song ever. It could probably turn the whole 700 club gay, then 'Wicked Pussycat' could knock 'em straight again.
Rob Halford (Judas Priest): Often copied. Never bettered. The Tipton/Downing guitar assault is legendary, but stick them with Rob 'my trousers are so tight I've gone backwards through puberty' Halford, and fucking hell...
Quorthon (Bathory, Silverwing): Just...epic. Hail to a fallen brother.
Kristoffer 'Garm' Rygg (Ulver, Arcturus, Borknagar, etc.): The band list says it all. It's the diversity of Garms output that's the real killer. My favourite garm moment? ANANGELCAMETOMEANDSAIDOPITYTHEFOOLISHYOUNGMAN. OHORRIBLEODREADFULSTATE, CONSIDERTHEBURNINGDUNGEONTHOUARTPREPARINGFORTHYSELFFORALLETERNITY!
Bernd Seeberger (Cryptic Wintermoon): Possibly the only guy in the whole symphonic black/dark metal scene who can actually inject some fucking emotion into his vocals and not just be a cookie monster. Just listen to 'When Daylight Dies' or 'Into Ashes'. Good clean vox too.
Peter Steele (Carnivore, Type O Negative): Another voice which is, frankly, just fucking sexy. It's all those orgasmic moans, like he's so goth it is actually literally hurting him.
Dave Tibet (Current 93): At times, Tibets vocals can get so fragile you think he might break, then suddenly he will envelop you in a monstrous, spitting intensity, or just scream for 30 seconds without taking a breath. Great.
Varg 'Count Grishnack' Vikernes (Burzum): One thing Varg definitely understood was what BM vocals were about. On 'Burzum' He sounds like he's being tortured under four feet of ice. Awesome.
Tony Wakeford (Sol Invictus, L'Orchestre Noir, etc.): Wakefords singing has a simple, raw, emotional honesty that just cannot be cultivated.
Martin Walkyier (Sabbat, Skyclad, The Clan Destined): Martins best stuff is the Sabbat/Early Skyclad stuff, probably peaking on Wayward Sons of Mother Earth. It's a combination of his monstrously fast thrash vocals, the Shakespearean exactness of his delivery and his obvious sheer love of the English language. He's also the greatest lyricist of all time.

Gals:
Diamanda Galas: Needs no introduction. This lady could disembowel Chuck Norris and 100 ninjas just by singing 'Swing Low Sweet Chariot' at them.
Angela Gossow (Arch Enemy): Anyone ragging on Gossows vocals is just a fucking sexist. Her style is somewhat unique, definitely feminine, but definitely DM, with a wonderfully sick, diseased sounding edge.
Elizabeth Fraser (Cocteau Twins): The late 80's stuff is basically just pure vocal acrobatics.
Lisa Gerrard (Dead Can Dance): I can think of very few people with a voice powerful enough to carry a song alone, a-capella. This explains why DCD's 'The Wind That Shakes The Barley' is one of my favourite tracks of all time.
Liv Kristine Espenæs (Theatre of Tragedy, Leaves Eyes, Atrocity, etc.): Liv Kristine is just...well, Liv Kristine. The original beauty off-setting beast vocals. The fact that she's left ToT basically means that they will never be good again, not that I was holding out much hope for that anyway...
Stine-Mari Langstrand (Lumsk): Now, this is how your classically trained stuff should sound, people. Tarja Turunen, I'm looking at YOU. Her higher register is absolutely wonderful.
Rose McDowall (Strawberry Switchblade, Current 93 etc.): McDowall's just fucking haunting. And I do have something of a thing for Scots and Irish vocals. Seriously though, the intro to 'Black Flowers Please' off of Cats Drunk on Copper...sends shivers down your spine it does.
Kari Rueslåtten (The 3rd and the Mortal, Storm): She's a pussy for kicking up a fuss about singing brutal lyrics for Storm, but her work definitely makes up for it. Very strange, jazzy sort of stuff. I love her uncomfortable sounding choral singing on tracks like 'Sophisticated Vampires'. Also, not that it should be a consideration, she's so hot it hurts.

Other:
Anna-Varney Cantonadea (Sopor Aeternus & The Ensemble of Shadows): I can't imagine a better darkwave vocalist than Anna-Varney. Melodramatic to the point of absolute absurdity, shrieking, groaning, wailing, whispering, sobbing... you can practically hear the tombstone, veil and the hand draped across the forehead.

Bob Dylan - I Believe In You. The vocal on this is SO impassioned, his voice is cracking half the time, but he just delivers it with such conviction.

Jónsi Birgisson, from Sigur Rós. I don't think I really appreciated what this man does with his voice until I saw SR in concert. Fucking amazing, you almost forget it's not just another instrument (I know, the voice is an instrument, blah blah blah, you know what I mean) until you see those sounds actually coming from the guy's mouth.

Um, let's be honest, Ronan Tynan is pretty schweet yams.

I fully second the Neko Case-ness, her voice is asounding.  I've also been a long-time fan of Nick Drake.  I think his voice is gorgeous, even on something as simple as "Pink Moon".  The Futureheads have some playful vocal work, but it's nothing spectacular.[/code]

Most of the bands I listen to don't really have incredible singers. They generally work very well with the music they're singing, but I don't think they're really great most of the time.

and for a female voice, there's a band from Brisbane, called George. Their lead singer, Katie Noonan, has the one of the most amazing voices i've ever heard. Listen to their song 'Spawn' or 'The Special Ones' if you can find them. If you can't, i could put them on YouSendIt if anyone wants...

Best Male Voice: Freddy Mercury. Oh my GOD. He's got the perfect range between snarl and soaring operatic melody. Backed up with a bitchin' solo, he can't be beat.

Best Female Voice: Fiona Apple. She can fit so much expression into her voice without ever giving up the power that characterizes her vocal style. She's never too soft, even on her most melancholy songs. Also, she can sing the word "fuck" and sound like she really means it. And that's always a plus.

I'm pretty sure I'm in love with Regina Spektor. The way she sings is enchanting. She sings about lovely pretty things, and her voice is gorgeous, sweet, and playful. I mean playful. She's my favorite vocalist, because she uses her voice in a simply magical, wonderful way.

Regina Spektor.  She is AWESOME.  Kind of like a strange hybrid between Fiona Apple and Ella Fitzgerald, with her own touch of whimsy.

Also, Maura Davis from Denali (and now Ambulette).  The music is mediocre, but I am totally in love with her voice

It's in Finnish.  It's horrificially low quality so it's hard to make out, but the distinctively rolled Rs and the number of words ending in "a" are a dead giveaway . . . as is the fact that the side-bar quite clearly says that they're a Finnish group.

I've never heard of Storm, so if you want to elucidate, that would be cool. One of my favorite vocalists is Demetrio Stratos, who sang with Area, as well as doing some solo shit which was basically just a compendium of experimental vocal techniques. He knows how to rock the fuck out, basically, and he's really weird.

Storm are basically Isengard Mark 2. Fenriz on drums, Satyr on Guitar, bass and synths, and Kari singing. They only released one brilliant album of mainly Viking Metal versions of Norwegian folk tunes in 1995, then split up, partly because Kari only agreed to sing on them if there was no 'NORSK ARYSK BLACK METAL' shit, but then halfway through, Fenriz changed the lyrics in one of the songs to mention cleaving christian skulls with axes and hailing the fatherland (I mean, come on, it's Fenriz, what do you expect woman?) then he managed to pursuade her to finish the album, as they'd already laid half of it down. She felt used, however, and refused to work with them again, so any more albums were precluded, though as far as I know it may just have been a one-off anyway. The albums name is 'Nordavind', and it comes recommended.

And I think I'll also second Jyrki Witch.

 As far as all out kick-ass singing goes..Idina Menzel is my absolute favorite.

also, torquil and amy from stars. well, mostly just torquil. the guy's just fucking amazing live. really versatile. and amy millan's voice is so pure, it's like crystal. lovely.

I'd third (?) Sam Beam.

Tim Buckley, mainly for his soft, restrained stuff, not so much for the truly out there shit he's generally praised for.. big ups 'Blue Afternoon', 'Happy Sad'.  And the calm in the storm that is Song to the Siren, from 'Starsailor'.  (Psst fuck you Liz Fraser ;))

When I think of great singing, I generally gravitate to the r&b/soul/funk/disco axis.. Curtis Mayfield, Michael Jackson, Donna Summer, Marlena Shaw, Eddie Kendricks, Prince, Chaka Khan when she's not being insanely over the top, Aaron Neville (took me a while to get over the terrible shit I knew him for, from the mid-late 80s), even Mariah Carey whe she's not all over the shop... pity most of her songs are absolute dreck, but the last album is about 50/50 good shit / just shit.  

Inkeeping with Khar's comment about technique, I thought part of what made Amelie's 1 Thing the best song of last year was her vocals had more personality than polish.  To compare with other popular Rich Harrison productions, you've got Beyonce on the one hand (all polish, no personality?) and Jennifer Lopez on the other (umm... neither).

David Sylvian, although he seems kind of limited to me, has a beautiful presence, I guess like Sam Beam in that respect (although not in sound).  And often I love his songs.

Mark Hollis has an incredible way with space and dynamics. I lose cool points for enjoying the more pop Talk Talk records over the later ones, but at any stage in the game he was just a fantastic singer.  (pssst fuck you, Gwen Stefani ;))

And although I haven't been able to listen to goth records since my teens, Andrew Eldritch has undeniable presence on some of the old Sisters rekkids.

  On record, I think Amy has the better voice, the songs where she sings are most definately my favorites on their albums.  Torquil is better live though, he puts on an absolutely amazing show.  Beside him, Amy seemed kind of static, even though really she was far from it.

Yeah, it's a shame Decemberunderground is such a weak album. Bring back The Art Of Drowning.
