everyone's said Mogwai, and there are a few songs on Takk... that work really really well. Like Heysatan, I can understand what you mean though, Milano is somewhat emotional, and it would not be good to sleep to.
Jezebel on Woman King would be good to sleep to, Freedom Hangs Like Heaven or Grey Stables would keep me up.
I use Native American flute all the time. That not only gets you to sleep really fast, but the ethereal qualities you witness as you drift to slumber make for some awesome dreams.

I'm usually pretty much asleep by the end of Hoppipolla.
