Given the repeated references in the song to the shooting of Jean Charles De Menezes and the 28 day limit I'd say this was written in late 2005 or early 2006.

It's really about the situation in Britain atm, rather than America. Oh and seriously, at the end of the day, do we need to go through the Clear Channel list again? We've been laughing at that for, what, five, six years now?
