Spluff:
With eyes that colourful, who cares about that.
Sometimes there is a price to pay to have so many awesome colours around your eyes.
Lines:
I don't really have a problem with clumping with the mascara I use, but I have with cheaper brands. (I have Long Pretty Lashes from Clinique.) Either you should separate them before hand or do the brush wiggle thing. I usually just run my finger along my lashes before I put on mascara.
Your eyeshadow colors look really good!

I have a friend who got a thirty-dollar tube of mascara. The applicator vibrates, supposedly to work out clumps. I don't think it works, but we all know that's not what it's for anyway...
Yeah, I always have issues with mascara. I've given up, I only use liner. It's just too much hassle.

When I get clumps I usually just pinch at my lashes with my finger tips to get at any right at the ends. If you apply it gently, like by closing your eyes as you glide up over them, that helps to give smooth coats, too. The more drama you go for the more clumps, so I would say buy a good dramatic one from sephora rather than using drugstore if you want to totally solve the problem in that scenario. Or also use false eyelashes, but don't ask me about that, I've never used them.
