"progressive metal" is used these days mainly as a codeword for inoffensive post-sludge bands with artistic pretensions who are marketed mainly to audiences outside the heavy metal subculture, who like to buy their records to show off the sophisticated diversity of their music taste. They find these bands acceptable when they don't like other metal because of the hardcore riffs and clever marketing which states them as being something other than those OTHER metal bands that are listened to by semi-mythical trailer trash. They get to feel sophisticated because they like GOOD metal, not the other type of metal, enjoyed by people who are somewhere between Ted Nugent and the dudes off of Heavy Metal Parking Lot. It's largely an American phenomenon; Southern Lord have pushed the concept with some of their black metal stable as well, explaining the joyous enthusiasm of hipsters for fairly lukewarm BM acts like Wolves in the Throne Room and Leviathan, generally coming from people who think Impaled Nazarene is an illegal German sex position.

Generally people call heavy metal influenced by prog rock 'prog metal'.

Explain to me how the existence of one band excludes or precludes the classification of another band?

Or to put it another way; Baroness has riffs and harmonised "weedly weedly" bits and a shouty man and long instrumental sections &c. Like, there's hardcore and sludge and classic rock and prog rock and bluegrass and plenty of other shit influence in there but if everybody only made metal that was inspired by other metal then... Well you'd probably end up with tiresome po-faced shit like Carpathian Forest.

It's basically just southern sludge (Kylesa, Mastodon, etc.) meets post-rock.

Because to not do so would kinda render the point of classifying them at all pointless. Rap isn't a very useful designation if you're including Wayne Newton.
