That's how I tend to interpret Lawful Neutral when left to my own devices, but as I remember the descriptions of each alignment varied a bit by edition. I remember that at one point Lawful Neutral was very strictly about tradition, honor, social standing and caste; it didn't allow for much room in regards to personal interpretations of justice or morality. For example, a samurai or knight who allows himself to be misused by his lord despite his own moral misgivings was the ultimate example of the Lawful Neutral mindset at one point. It was very feudal; you do what your boss tells you to do. Why? Because he told you to, ipso fuckin' facto. The best examples are probably guys from old Chinese parables about court politics and social order.
