I've seen it. The problem is presumably one of the many I'm seeing caused by servers disabling SSL3 because of Poodle, and the clients needing to catch up (e.g. new FireFox 34 due soon).
Tapatalk for Android is affected, but Tapatalk for iPhone seems OK. I can't read the forum at all on my XP machine, even though it has the same version of Opera that I'm using now.
The forums no longer have an http backup; they are (since yesterday) only https, and once again they go through CloudFlare, like the comic.
I've also seen Thunderbird hang trying to access changed servers. Seeing as one survey says that less than 0.1% of Internet traffic uses SSL3, these effects seems much more widespread than they should.
