That means Winslow manages 1,000 meter in 3,600 seconds.
So he can travel 1 meter in 3.6 seconds. With two feet that are basically fixed distance at at most 0.1 meters away from each other. At most because for example the iPhone 6 is 0.067m wide. And this while having to holding balance since he cannot get up again once he falls.
That means he makes a maximum step every 0.36 seconds, or a half step every 0.18 seconds - at more than 5 steps per second. I'd say thats hopelessly impossible, given the extremely disfunctional, non-optimized for walking form of his body.
I would rather estimate he takes about 0.8 seconds to make a single normal, half-maximum step, which would be approx 0.05m, if he's in a real hurry. That would result in a maximum speed of 225 meter per hour.
