Jim White has some great sad songs, though he is generally amazing anyways.  Check out Christmas Day, A Perfect Day To Chase Tornados, The Wrong Kind Of Love, Still Waters or Phone Booth In Heaven.

And Nick Drake deserves a mention, of course.

Stifled Dreams:
White Winos by Loudon Wainwright. Um, my dad listens to him, so I do too, therefore. That song makes me sad. Actually, so do most of his newer songs. He sings about dying a lot.

Also, although these have been said before, some Radiohead, Ben Folds, Elliott Smith. Yeah.

I can see the first part. But because of a very long situation, Ben Folds' songs inspire me, and make me work harder towards my goal.

A lot of Jonah Matranga's songs really get me. (Your Letter, The Big Parade)
Alkaline Trio is good for a few sad songs, too.

For personal reasons (although I found them pretty damn sad before, too):
Jimmy Eat World-Hear You Me
Elliott Smith-most everything, but especially Needle In The Hay
