Digital Recording (and all that jazz)

Ok, so, I'm getting a new computer. And this time around, I plan to use it much more for the creation music than I did the last one (which was basically not at all). So the question is: What program(s) should I get for making of musics?
I am bound by 3 things:
1) My dad is pretty much completely against me getting a Mac, so GarageBand is very unfortunately not an option.
2) I need something that can be recorded into (as in, I can play a guitar track and use it in the program).
3) I am limited by 512 RAM.

3. Buy more ram? You can salvage 128s pretty easily too.

but thats like 400 bucks.

Use GoldWave for recording your tracks. Just buy a converter that will take the headphone jack of your amp and connect it to the mic jack of your sound card.

Ah, I forgot.
4) I am limited to probably around $200. Maybe a little more.
Also, 512 RAM is enough.
