Someone tell me some modern bands I'd like.

a pack of wolves:
Leeds is a fine place indeed to be born.

Who are Bride of No No? Since you mention them in the same breath as the Scissor Girls I'm intrigued.

Lines:
mobius band, bloc party, ringside, the black keys (<- good), pernice brothers, alaska!, muse, queens of the stone age. and people already mentioned modest mouse and the white stripes, and i second those because they are good stuff.

Scandanavian War Machine:

Do not listen to this man. None of the bands mentioned are any good at all.

Firstoff, let me start by saying your music wins.

Second:

23 Skidoo
Alcatrazz
Amon Dul /Amon Dul II (Those have umlats over the u's, but I don't want to figure that out)
Behold...The Arctopus
Various Bill Laswell projects. There's a ton of them.
I'm assuming you listen to Brian Eno, and if you don't, you should.
And Buckethead. just pick up everything he's ever been involved with ever.
Can fall under krautrock, but I just want to mention them cause they're special.
Coil are amazing.
CURRENT 93! NEO-APOCALYPTIC FOLK FTW
Same thing with Death in June. neo folk!
Eels.
El Stew
Electric Wizard, maybe? And Acid Bath. definitely Acid Bath.
Ephel Duath, if you want some avant-metal with a midget bassist.
Crotchduster, forgot to mention them.
Various Mike Patton projects, maybe? Mr. Bungle, Fantomas, the like.
Foetus. woo.
You might like Gabby La La.
John Zorn and Naked City and everything. There's alot of it, but you can't go wrong with Zorn if you're looking for the avant.
LEGENDARY PINK DOTS. This is non negotiable.
Maudlin of the well are pretty good, although they changed their name and apparently suck now (I haven't heard any of that material, so)
Nash the SLASH! cheesy synth prog with a MANDOLIN. and electric one, no doubt.
Nurse With Wound. and everything on the Nurse With Wound list
You may enjoy Oingo Boingo if you don't mind hearing an occasional song about pedophilia (it was the 80's, everyone was about pedophilia then).
Praxis!
Primus!
Les Claypool!
Psychic TV!
Skinny Puppy, maybe?
Sleepytime Gorilla Museum.
SUN RA
Throbbing Gristle, maybe?

Do not listen to this man. I am a music snob and do not like anything that makes money from producing music.

Fixed.

Anyway, my current favorite living bands are Audioslave (which don't really count seeing as it's two 90's bands merged), Seether, and Queens of the Stone Age.  When it comes to the broad scheme of things, I'm really not that familiar with a lot of bands out there, but I admittedly don't really seek "new" stuff so much as I seek out stuff that more or less were definitive back in their day.  I didn't listen to a lot of anything as a kid, so I'm nerdy in the sense that if I got a Led Zeppelin album, it'd be "new" to me.
