Japan is situated in the most earthquake prone area in the entire world, though. The level of preparedness of most countries for this sort of thing varies directly with how likely they are to occur (provided they are in a country that can afford to do something about it - there are a lot of countries in disaster prone areas with terrible infrastructure because of their poor government and economics). California may be less prepared for earthquakes than Japan (because it is less frequent in California than Japan), but they are still well prepared (because they still get a good amount of earthquakes, being situated on a fault line).

There's also the fact that only a few states of the USA are prone to this sort of thing, whereas all of Japan (to some extent) is vulnerable, elevating it to a national issue - and national issues will always be better funded and organized than something that only effects parts of the nation.
