The "Did X help during Katrina?" comments make me so mad too.  I heard the same thing after the Indonesian Tsunami.  The thing is they did.  Both Japan and Indonesia offered aid to the US after Katrina, a lot of countries did, many of which have much worse economies.  The US just declined most of it:  http://en.wikipedia.org/wiki/International_response_to_Hurricane_Katrina

It should work in any browser that can do that fancy CSS transform stuff.

Confirmed working on Chrome in Win7 x64.
Confirmed not working in Opera 11 on same platform.

I don't have it installed on my PC yet but apparently IE 9 does support CSS transform:
