I think that's the general consensus. I want my real hair back though! I was growing it out 'till I could cut off the blonde but was convinced to dye it dark. Oh well, it's still cool.

I'm going to guess that "conditions" is the same as "restrictions" in the states, where they stamp a letter/number code to tell police whether you have to have special things in a car you are driving, such as hand controls for paraplegics, or something.

"Marine" is whether or not she's allowed to drive boats and/or what type of boats, I'd wager.
