That would be eyeliner, which is shown in the top picture.
When it comes to application, though, it depends on your eyes I think. I don't like putting eyeliner on the inside of the lids (under the lashes, closest to the eyeball), because it looks weird. But I've seen other people do it and it looks good. I usually apply it like it's being done in the photo, if I wear it at all.

When it comes to eyeliner, it really depends on the shape of your eye, the color you're applying, and the occasion. Show us a pic and maybe we can help you out more?

I put kohl pencil liner on the waterline of my top and bottom lids, then I'll thicken up the line on the bottom lid and take it under the lashes. On the top lid i'll then line above the lashes, usually with liquid liner so it's very black and I can get neater flicks out of it, but if I don't want flicks I'll heavily line above the lashes in kohl and then smudge it.
Basically, you can put it wherever you think it looks best.

Is anyone else seriously creeped out by black eyeliner on blondes? There has got to be a better technique than this.
