I think blonds look particularly good with black eyeliner...In fact, the lighter the hair, the better. With light hair the eyebrows tend to just get lost on the face and it's nice to see some contrast.

I did it when I was blonde, too. I think it's more about whether the way you're wearing it suits your face or not, which is a factor that needs considering with eyeliner anyway.
