Um, actually both are grammatically correct and, if you fudge it, mathematically correct.

2 + 2 is 5 is correct because you are saying "This equation is equal to this answer." thus it is singular and is is appropriate.
2 + 2 are 5 is correct because you are saying "2 units and 2 units are 5 units." thus it is plural and are is appropriate.

For sufficiently large values of 2, this sort of evaluates correctly, that is to say 2.49 + 2.49 = 4.98 which, if you round, is the same as 2 + 2 = 5. Of course, this is a very inappropriate use of rounding (and thus also incorrect) but the point remains.
